Consumer Product Rule: While the State of Utah has VOC standards in place, these standards do not cover the entire state. The State’s Consumer Product rule was adopted with a compliant date of 9/1/2014 affecting only the following Utah counties: Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber.

They are in effect only in the following air districts: Richmond Emissions Control Area, Northern Virginia VOC Emissions Control Area and Fredericksburg VOC Emissions Control Area.
Many products, including adhesives, sealants and caulking products are subject to VOC regulations. These regulations may prohibit the sale and use of non-compliant products at federal (see 40 CFR Part 59), state or district levels. The regulations vary by state, county, or district level and may regulate consumer use and/or industrial use.
